On July 5, 2011 the International Youth Diplomacy League presented its ideas, put into shape during G8 & G20 Youth Summits, to the Aide to the President of the Russian Federation Arkady Dvorkovich
On 5 July, 2011 the meeting of G8 & G20 Youth Summits 2010 and 2011 delegates with Arkady Dvorkovich, Aide to the President of the Russian Federation, Russian Sherpa in the Group of Eight leading industrialized nations (G8) and Special envoy of the Ministry of Foreign Affairs of the Russian Federation, Russia’s sous-sherpa in G8, Russian Ministry of Foreign Affairs Coordinator for G20 and BRIC Affairs VadimLukovtook place in the Presidential Administration of the Russian Federation. Russian youth delegation took the chance to introduce ideas and offers, put into shape during G8& G20 Summits
- to create the G-20 working group with the view to develop counter measures against cybercriminals in the light of further prospect to launch a common field for internet-regulation;
- to invent universal electronic signatures;
- to create the international network CERT (Cyber emergency response team) together the local authorities in charge with the view to detect, follow and counteract cybercriminals; introducing collaboration on interception computer technologies with the view to implement them in the internal internet-service operation and transmit the information received to the local authorities in charge;
- введение совместной разработки перехватывающих компьютерных технологий для дальнейшего их внедрения в работу внутренних поставщиков интернет-услуг и передачи получаемой информации местным ответственным органам;
- создание общей схемы загрузки из интернета программного обеспечения с помощью внедрения системы персональных кодов;
- to organize the general scheme for loading software through adapting personal codes system; developing a universal law forbidding computer system to load, downloadand store all sorts of materials relating to the juvenile abuse;
- to create a G20 framework platform to develop interaction of the civil society «GATIEN» (G20 Assembly to Involve and Engage NGOs) and ensure cooperation of the G20 authorities and their civil societies. Provision of each international society participant with the opportunity to introduce his vision on the pressing international problems solutions, discussed in the framework of the G20 Agenda;
- to introduce a new criterion to the IMF Managing Director election system: experience of work not less than 5 years in the developing economies countries as mandatory condition,
- to establish the International Fuel Bank (Storage) as an aide to the Nuclear Non-proliferation Treaty states, thus assisting to develop their peaceful nuclear energy potential at the expense of voluntary donations of the nuclear weapons states according to the Nuclear Non-proliferation Treaty. The countries will serve as fuel donors and stand surety for security thus making it possible to establish such an order when nuclear energy will be chiefly used in peaceful purposes;
- to establish Institute on law regulations of the sea piracy at the International Tribunal for the Law of the Sea: to develop the legislation basis on sea piracy and to conduct legal processes on sea piracy. The Institute will be located in the vicinity of the regions concerned with the view to prevent criminals’ escape from prison and to ensure a better opportunity to take decisions in due time and order;
- to organize the international service on emergency cases and crises management: adoption of electronic monitoring system for crises emergency; establishment of the representatives network in all the world countries designed to transmit data reporting of all fields of problems, includingsocial, anthropogenic, economic and cultural situation;
- создание сети представителей в каждой стране мира для передачи данных по всем направлениям проблем: социальная обстановка, техногенная, экономическая, культурная; создание технопарка службы, состоящего из передовых автоматизированных систем, которые будут доступны каждой стране-участнику;
- to organize the industrial park service, which will be composed of the most up-to-date automatic systems, available for all the participant-countries. Establishment of the competing patents recognition mechanism (Silver medal mechanism) and establishment of the internationally recognized patent and application for the internationally-recognized patent; toorganizeopen data base collecting all existing patents which are in accord to the international law with the view to develop innovations and collaboration in general; to organize transparent and accountable expertise procedure designed to determine reasonable and pseudoscientific patents; adoption of the recognition mechanism for competing patents with the, applications had been submitted in due short period of time (Silver medal mechanism), that will further development of the fair patents selection contest and efficient patents profit distribution;
- new technology of waste processing, preserving of potable water resources and renewable energy: crumbling and mixing waste system, sorting metals and glass; screw press briquetting and high temperature pyrolysis in the multi-fuel destructive energy complex; usage of gas in the micro-turbine gas electric power station. The technology will solve the dumps problem and electrification of housing premises with 100% ecological security;
- to establish a committee on problems of future development in the framework of the G8Youth Summits: preparation of reports about the world future in 20 – 30 years based on analyses of the current positive and negative trends of the world development; organization of consultations with representatives of the leading high tech sector companies; development of thesis series on problems of the world development and their solutions to enter the G-8 Summits Agenda;
- to establish the world intellectual power circuit: installing of the new generation registers («clever registers»), which make it possible to ensure a flexible response to the power consumption; realization of projects on construction of techno parks, blocks of flats, offices, shops, cars, which will bear the opportunity not just to consume, but also to produce energy and discharge the surplus into the general network; development of new technologies for power storage; construction of new fuel stations for hybrid cars; junction and coordination of regional intellectual power systems with the view to establish a joint world power net, functioning just as internet.
Arkady Dvorkovich emphasized importance of organizing of the Youth Summit which will establish framework for its participants to extend communication links and discuss actual international problems.
At the end of the meeting Arkady Dvorkovich handed over certificates to the participants of the Russian G8 & G20 Youth Summits.
